Alvaro Siza writes the presentation and recalls his collaboration with the architect from Cadiz (housing in Concepción Arenal, in the limits of the historical centre of Cadiz) and the walks around the city and the sea of Sanlucar, accompanied by reflections by Otero about the problems and obstructions his work suffered despite which, his name has been tied to that of the city, particularly through his interventions in the old part of town.
The publication begins with the administrative complex in the Asdrubal square, in the maritime neighbourhood of Cadiz, formed by two different volumes. On one hand the administrative building for the Delegations of the Autonomous Region of Andalusia and on the other the General Treasury of the Social Security. Otero refers to this project divided into two as ‘the uncertainties the constructions are able to support.
Two public buildings are highlighted: The Conil Market and the Institute of Secondary education in Puerto Real; both while responding to contemporary architecture, conserve invariables of Andalusian architecture with their patios and white adornments. Likewise, three residential buildings are also published: some individual semi-detached dwellings in Sanlucar de Barrameda and two multi-family blocks in Cadiz.
